The purpose of the OECD AI Index is to meet the demand from policymakers for a comprehensive and authoritative index on AI, based on quality indicators. As policymakers develop their AI policies, they require a framework they can trust to assess not only the innovativeness of AI policies and practices but also their trustworthiness and benefits to people and the planet.
The OECD AI Index seeks to cover all aspects of the AI ecosystem and the OECD AI Principles, building on OECD.AI indicators and measurement work since 2018. It has widespread endorsement, having been developed in consultation with AI experts from all stakeholder groups and statistical bodies worldwide. The methodology is government-endorsed, ensuring its authority.
This index is novel in that it captures essential AI enablers such as AI policies and trust, AI compute and data, and AI environmental impacts that are not currently captured elsewhere. It is user-friendly, providing simple high-level figures and visualizations that can be easily understood, as well as deeper dives into specific national or sectoral data. The OECD AI Index aims to be global and inclusive, covering as many countries as possible, although for some countries, only a subset of indicators may be available.
The OECD AI Index will inform the review of the OECD AI Principles in 2024, with the review of the implementation of these principles due to the OECD Council in that year. It is practical and useful, including concrete use cases to illustrate its application.
